Micro Export from Türkiye: Small Parcels, Big Markets

3 min read

Not every export needs a container. Micro export (mikro ihracat) lets Turkish companies and entrepreneurs ship goods abroad by express courier or post with a simplified customs declaration. For workshops, designers, food producers and small manufacturers it is often the fastest way to win a first foreign customer.

The 2026 change: limits doubled

Micro export is governed by the customs communiqué on goods carried by post and express courier (Seri No. 1, 2022). An amendment (Seri No. 5) published in the Official Gazette No. 33126 on 3 January 2026 raised the limits per shipment from 300 kg to 600 kg and from EUR 15,000 to EUR 30,000, with immediate effect.12 The same amendment requires couriers that operate under the communiqué to employ or contract at least two customs brokers. In practice, a small business can now send a full pallet of samples or a sizeable first order without moving to a standard export declaration.

Who can use it and how

Micro export runs through express couriers and postal services. Since September 2024 first time exporters who file a simplified declaration are registered automatically with their T.C. ID number or tax number, so they no longer need to visit a customs office.3 The Ministry of Trade names young entrepreneurs, women entrepreneurs and SMEs as the main users and publishes a micro export customs guide.4 PTT also offers micro export services within its logistics portfolio.5

Growth of e export

E export, which includes micro export, has grown quickly. Ministry figures reported by Anadolu Ajansı put e export at USD 2.2 billion in 2022, USD 5 billion in 2023 and USD 6.4 billion in 2024, when it reached 2.6% of total exports. The Ministry set a target of USD 8 billion for 2025 and a goal of 10% of total exports by 2028.6 In May 2026 the Minister of Trade said e export generated USD 5.1 billion of foreign exchange earnings in 2025, and that 11,500 people each exported more than USD 10,000 online.7 The two measures are calculated differently, so they should not be compared directly.

Support you can claim

Presidential Decision No. 5986 on e export supports, in force since August 2022, and the Ministry circular of 3 December 2024 cover, among others: market entry reports, advertising on digital marketplaces, e export promotion, order fulfilment costs, overseas warehouse rent, integration with overseas marketplaces and marketplace commissions.89 Companies, e export consortia, retail e commerce sites, marketplaces and B2B platforms can apply under the conditions of each article.

Selling to the EU: watch the small parcel rules

The EU is changing how it treats low value parcels. From 1 July 2026 a temporary flat customs duty of EUR 3 per item applies to parcels worth less than EUR 150, until normal tariffs apply to all such goods from 1 July 2028.1011 The Commission's guidance says goods that benefit from preferential agreements or customs union measures are excluded when VAT is not collected through IOSS and they are declared accordingly.11 Turkish sellers should check with a customs adviser which route gives the best result for their products.
